Thanks for your comm...Hi Greg, Ashok and Anonymous

Thanks for your comments. My contention is that when a comapny has huge transaction volumes for export compliance screening it makes sense to have more than one platform. When I say huge I mean millions of transactions a year. If a company has a huge corporate/enterprise business and a small consumer business they can attempt to use one platform. To be able to do this will need to come up with hardware and software that fits both worlds. It's kind of like finding a cross between a classic car and a new sports car. To be able to achieve this the hardware will have to scale to the model that has more performance needs. Saying it differently this hybrid will need the sports car's engine. Also, the software should be configurable/modifiable enough to enable the two business models to coexist. Easy on paper but much harder to implement.

As far as master data is concerned, the IT world is migrating towards product data hubs. I think this would be a logical place to store classification data associated with a product/sku. The product data hub would be responsible for real time communication of changes in classification to all the platforms. I will try and put out a slide presentation on this model in one of my future posts.

As far as RPL master data is concerned, yes this will have to be maintained in each platform. Some software support automated updates with no human touch and in this case it wouldn't be a biggie. In the case where human touch is required it would be small price to pay compared to creating a hybrid between a sports car and a classic.

The reexport sounds very similar to the enterprise/corporate type of business and the deemed export similar to the consumer business so we could put them on those platforms.

If you would like to coonect please send me an invite on linkedin.

Let me know your thoughts.

Cheers

GiriGiridhar (Giri) Nagarajanhttps://www.blogger.com/profile/08148213516381267827noreply@blogger.comtag:blogger.com,1999:blog-5924275494236241482.post-7542013539484223132009-07-17T13:05:20.269-07:002009-07-17T13:05:20.269-07:00Hi Giri

Providers have had similar solutions since a decade. Also the idea is at least 30 years old when exporters and importers would create a chart of destinations, origins, freight charges and customs fees to come with a CIF, CFR or landed (at that time the Incoterm DDP was not in existence) cost. The trade community surely and sorely needs a transactional based realistic automated solution and hopefully Oracle's recent offering might be the closest to being one.

The challenge I didn't see being addressed in the data sheet you provided is how would multiple inputs of freight charges be tackled in the system? Does it include what-if scenarios such as when the cost of trucking from the U.S. port of unlading to Kansas City increases by 25 cents per item, is an automatic calculation performed? Or what the impact of freight load increase from 2 to 3 containers from China Manufacturing to HK Port would be?

Other what-if scenarios should be able to address every item each step in the chain so as to give the user the potential to seek the best in cost. In other words, wouldn't it be great if the system provided for modeling?

Also, the user/client is again being faced to deal with estimated costs. All brokerage, freight and incidental costs are clearly identified in service provider contracts and these charges should be plugged in with real time customs duty and fees to come up with a realistic landed cost. Read run hidden costs to the ground. Unforeseen circumstances such as unanticipated customs exam fees, etc., to be dealt with just as any ERP deals with exceptions.

Too much already……more when the subject rears its head again.Ashok Sadhwanihttps://www.blogger.com/profile/05535778212117246698noreply@blogger.comtag:blogger.com,1999:blog-5924275494236241482.post-61494039574759008922009-07-17T11:55:01.638-07:002009-07-17T11:55:01.638-07:00Another export model could be technical data expor...Another export model could be technical data export or 'deemed exports' as the trade compliance folks at BIS would tell you. This is to control the transmission of sensitive and restricted data, that would otherwise require an export license, by electronic (email) or verbal (speech) means. The export could take place in the U.S. to foreign nationals or on overseas visits by U.S. persons.

Under ITAR a conversation revealing technical data would require a permanent export license (DSP-5) before the U.S. person can speak in these terms to a potential client (non-U.S. person).

You will find the definition of the terms technical data, U.S. person and foreign national in ITAR.Ashok Sadhwanihttps://www.blogger.com/profile/05535778212117246698noreply@blogger.comtag:blogger.com,1999:blog-5924275494236241482.post-81092700182032279242009-06-26T00:50:54.617-07:002009-06-26T00:50:54.617-07:00Giridi / Greg,

The demonstration was around landed cost, I think with the content deal they have signed (some 100 counties) they could pull this off - interested to see if they have the freight data to make a full landed costs V duties and product price.

I asked the question at the conference regarding Modules and Integration to Oracle and was told catagorically that all GTM products would be classed as Fringe products - i.e. require separate install and integration. This may have changed since 2008 but if not I would still advise an Oracle client to compare the functionality and total cost of ownership of best of breed GTM providers V Oracle Modules as a default "Strategic" decision.

Also it will be interested to see if the content is included in Oracle license fee's or if a serparate contract will be reuqired with the content provider as per some other ERP solutions.

Trying to keep this objective but I still think a focused GTM provider has the edge - for now!!!Anonymousnoreply@blogger.comtag:blogger.com,1999:blog-5924275494236241482.post-36883450997735442642009-06-23T08:21:17.274-07:002009-06-23T08:21:17.274-07:00Thanks for the update. Thanks for taking time to maintain a blo...Hi Giri,
Thanks for taking time to maintain a blog on this subject.

First, I think there is another model, although it may simply be a hybrid of the first one above: "Re-exports" often require multiple regulations to be applied because different rules apply from the original country of export and the country of 're-export'. For example, a shipment from Japan, to S.Korea to the US will need to comply with both Japanese and Korean export regs.

Also, I must respectfully disagree with the assertion that one application should not be used to satisfy all these models. As a consultant who implements such systems, I can cite two reasons for centralization of compliance policy and system management:
1. Reduction of master data management (multiple systems means multiple sets of RPL lists, HTS codes, ECCN values, and so on). This can promote dis-synchronization and create compliance gaps.
2. Minimizing staff for compliance oversight. Multiple systems can mean inconsistent application of policies. One system screens and releases against the same RPL entity that the other system places a hold on. Not good at audit time.

Hey, keep up the good work and I wish you the best.
